Job Description

SUMMARY:

Directs, manages, organizes, controls, staffs and supervises the lending and centralized loan activities of the bank, and ensures the maintenance of the highest level of quality and profitability of the bank’s loan portfolio. Provides guidance and assistance to direct reports, approves loans within lending authority and recommends approval of loans over lending authority. Initiates, develops, approves, reviews and monitors the implementation of bank’s lending policies and procedures. Coordinates with other executive officers in the development of strategic plans and objectives for the bank.

ESSENTIAL DUTIES AND RESPONSIBILITES INCLUDE THE FOLLOWING. Other duties may be assigned.

1. Quality and Profitability of Loan Portfolio.

  • Approves and rejects loans within lending authority and recommends approval of loans over lending authority.
  • Ensures the validity and consistency of the Loan Risk Rating System in the bank.
  • Assumes leadership role and coordinates with Credit Department in training lenders to develop skills in analyzing and booking high quality earning assets.
  • Participates in setting loan rates and pricing parameters to ensure competitiveness in the market place.
  • Maintains highest quality loan portfolio through active monitoring and tight control of classified credits and delinquency ratio.
  • Monitors bank-wide loan concentrations by SIC Code, reports to Board of Directors quarterly.
  • Manages outside Loan Review process.

2. Develops, Implements and Maintains Credit Policies and Procedures.

  • Maintains up-to-date knowledge of changing legislative and regulatory climate and initiates appropriate changes to the bank’s Credit policies and procedures.
  • Disseminates changes in policies and procedures to appropriate staff.
  • Ensures that the Credit Standard Operating procedures and other manuals affecting the lending function are updated and kept current.

3. Management and Supervision of Credit, Special Assets, Loan Compliance and SBA Servicing/Liquidation.

  • Ensures the efficient and free flow of information through the Credit Department to support and enhance the productivity and efficient servicing of their customers.
  • Ensures that the established credit files are kept current with updated credit and support information
  • Provides for the protection of bank’s interests through quality control of loan documentation.
  • Ensures that the collection activities for the entire loan portfolio are intensified, delinquency ratios are kept at a minimum level and losses are minimized.
  • Controls departmental expenses and keeps OREO expenses to a minimum.

4. Loan Compliance.

  • Ensures bank’s attainment of a Satisfactory or better rating in Loan Compliance and Loan Audits.
  • Responds to regulatory agency and audit inquiries and ensures that exceptions noted in audit examinations are corrected.
  • Ensures compliance with all federal / state laws and with all bank’s policies and procedures.

5. Maintains Loan Loss Reserve Adequacy.

  • Evaluates, analyzes and assesses the adequacy of bank’s Loan Loss Reserve and keeps Executive Management and the Board of Directors informed of any material considerations affecting loan portfolio, lending policy and other relevant information affecting the lending function.
  • Recommends changes, revisions or adjustments to reserve accruals, as necessary.

6. Staffing, Training, and Communication

  • Conducts employment interviews, reviews employment needs and staffs department with top performers.
  • In coordination with the President, conducts employment interviews for key lending/sales positions in the bank.
  • Formally reviews and evaluates performance of direct reports at least annually, counsels performance as necessary.
  • Establishes goals and objectives for direct reports and ensures that performance standards are communicated to staff and are achieved.
  • Working with the Human Resources Department, ensures accurate job descriptions are established and reviewed with staff.
  • Ensures the development of Staff through cross-training and developmental classes and seminars.
  • Assumes leadership role in loan training and providing technical information to Commercial Loan Officers, Consumer Loan Officers, Branch Managers and other lending officers.

7. Support of Business Development Efforts.

  • Participates and joins Calling Officers in making calls on prospective customers and clients.
  • Ensures the quick processing of loans and confirms the 24 hour and the 48-72 hour turnaround times for consumer and commercial loans with complete financial data.

8. Membership in Bank Committees and Outside Organizations/Groups

  • Member of Senior Management and Asset/Liability Committee
  • Attends: Monthly Board of Director meetings.
