Job Title: Traveling Federal Quality Control Manager (QCM)

Location: Nationwide Travel Required

Position Summary

We are seeking an experienced Traveling Federal Quality Control Manager (QCM) to oversee and enforce quality control standards on federal construction projects across the United States. This individual will be responsible for ensuring full compliance with contract specifications, USACE EM 385-1-1, and project quality requirements while working closely with project teams, subcontractors, and government representatives.

The ideal candidate has a strong background in federal construction, is highly detail-oriented, and thrives in a fast-paced, travel-based environment.


Key Responsibilities

  • Serve as the on-site Quality Control Manager in accordance with federal project requirements
  • Develop, implement, and manage the Quality Control Plan (QCP)
  • Conduct and document Three Phases of Control:
    • Preparatory Meetings
    • Initial Inspections
    • Follow-Up Inspections
  • Ensure compliance with:
    • Contract specifications and drawings
    • USACE / NAVFAC standards
    • Applicable codes and regulations
  • Coordinate and lead daily QC meetings and inspections
  • Maintain accurate and up-to-date QC documentation and reports
  • Manage submittals, RFIs, and testing logs
  • Interface with government inspectors, including USACE QA Representatives
  • Identify deficiencies and ensure timely corrective actions
  • Oversee material testing and verification processes
  • Support project closeout including punch list and final inspections
  • Promote a culture of quality, safety, and accountability on-site

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, or related field (preferred)
  • Minimum 5+ years of federal construction experience
  • Must have experience working on USACE, NAVFAC, VA, or DoD projects
  • Current QCM Certification (required for federal projects)
  • Strong knowledge of:
    • Three Phases of Control
    • RMS (Resident Management System) or similar platforms
    • Construction documentation and reporting
  • Ability to read and interpret plans, specs, and technical documents
  • Proficiency in construction software (e.g., Procore, RMS, Bluebeam, MS Office)
  • Strong communication and leadership skills

Certifications (Preferred / Required)

  • USACE QCM Certification (required)
  • OSHA 30-Hour Construction Certification
  • First Aid / CPR Certification
  • EM 385-1-1 knowledge (required)

Travel Requirements

  • 100% travel required (project-based assignments nationwide)
  • Ability to be on-site for extended project durations
  • Willingness to work flexible schedules based on project demands
