Senior Project Manager - Heavy Civil Construction

Position Overview

We are seeking an experienced Senior Project Manager to oversee and manage complex heavy civil construction projects from preconstruction through project completion. This individual will be responsible for ensuring projects are executed safely, on schedule, within budget, and in accordance with contract requirements while maintaining strong relationships with owners, subcontractors, and project stakeholders.

This position will be primarily assigned to a border wall construction project in Arizona and will provide support to additional border wall projects throughout California and Texas as needed. The ideal candidate will have extensive experience managing large-scale federal design-build projects and heavy civil construction operations involving earthwork, infrastructure, utilities, and concrete construction.

Key Responsibilities

  • Provide overall leadership and management of heavy civil construction projects from award through closeout.
  • Oversee project planning, scheduling, budgeting, cost control, procurement, and resource allocation.
  • Manage project teams including project engineers, superintendents, subcontractors, and field personnel.
  • Ensure compliance with all contract requirements, project specifications, quality standards, and safety regulations.
  • Monitor project progress and proactively address schedule, budget, and operational challenges.
  • Lead client communications and maintain strong relationships with federal agencies, owners, consultants, and stakeholders.
  • Review and manage project budgets, forecasts, change orders, pay applications, and cost reporting.
  • Coordinate subcontractor procurement, contract administration, and performance management.
  • Collaborate with field leadership to ensure productivity goals and project milestones are achieved.
  • Prepare and present project updates to executive leadership and clients.
  • Manage project documentation, risk mitigation efforts, and contract compliance.
  • Support estimating, project pursuits, and operational planning for future projects as needed.
  • Promote and enforce company safety policies while fostering a culture of safety excellence.

Required Qualifications

  • Minimum of 10 years of experience as a Construction Project Manager.
  • Experience serving as Project Manager on at least two federal design-build heavy civil construction projects.
  • Experience managing at least two construction projects with a value exceeding $10 million.
  • Proven experience with large government infrastructure and site development projects.
  • Strong background in:
    • Mass excavation
    • Grading and earthwork
    • Site development
    • Underground utilities
    • Trenching
    • Heavy concrete construction
    • Civil infrastructure projects
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field.
  • Ability to obtain and maintain security clearance required for access to secured government facilities, including military installations.
  • Strong understanding of federal contracting requirements, project controls, scheduling, budgeting, and risk management.

Preferred Qualifications

  • Experience working on U.S. federal construction projects for agencies such as USACE, CBP, NAVFAC, or similar entities.
  • Design-build project delivery experience.
  • Experience managing geographically dispersed projects and multiple project teams.
  • OSHA 30 certification or equivalent safety training.
  • PMP certification or other project management credentials preferred.

Candidates should possess strong proficiency with project management and construction software, including one or more of the following:

  • CMiC
  • Sage/Timberline
  • Trimble Viewpoint/Vista
  • Microsoft Project
  • Microsoft Office Suite
