About the Role:
The Project Manager will lead the planning, coordination, and execution of large-scale federal construction projects. You’ll oversee project budgets, schedules, and subcontractor performance while maintaining strong client relationships and ensuring all work is delivered to the highest standards of safety, quality, and compliance.
Responsibilities:
Manage all phases of construction from preconstruction through closeout
Oversee project budgets, forecasts, and cost controls
Lead project scheduling, subcontractor coordination, and logistics planning
Serve as the primary liaison with the client, design team, and field staff
Ensure all work meets federal, DoD, and safety compliance standards
Mentor and support on-site teams to maintain a high-performing, collaborative culture
Qualifications:
10+ years of construction experience with at least 5 in a Project Manager role
Proven experience managing federal or military projects (USACE, NAVFAC, or similar)
Strong financial acumen and scheduling expertise (P6 experience preferred)
Excellent communication and leadership skills
Willingness to relocate to Guam for the duration of the project
U.S. citizenship required for federal site access
